Vampire the Masquerade: Bloodlines is a well-acclaimed open-world RPG, and quite definitely low-end. You're gonna want some of the community patches, though, 'cause it's about unplayable out of the box. Once past that though, the writing is brilliant and the atmosphere deep. Combat's kind of clunky but if you played Morrowind, then you probably won't have problems with this.

Oblivion seems an obvious recommendation. It can be acquired very cheaply now, and is as open-world as they come.
